That is correct. The signal and 4-way flashers are behind the lower plastic dash panel, aprox below the heater controls. The panel must be removed to gain access.
On the drivers side of the dash between the dash and the door is a panel that holds the fuses. True the fuses are there but the turn signal flasher, is behind the instrument control panel, just below the cig lighter/power outlet.
