do you mean the fan for the heater will not come on! if so its a bad fan resistor or a blown fuse to fan. it is located behind glove box towards the floor beside the fan, remove the electrical connector then the 2 screws holding it in place. check the fuse first. if it is ok ! then see if there is power to motor. if so, the resistor is bad.
The fuel pressure regulator or the fuel pump could be bad on the 19900 Lumina. Check both of these to start troubleshooting the problem.

It could be that your head gasket is blown.
Several things could be making the Lumina growl. Check the belts and pulleys on the front of the engine. Check the engine mounts as well. Either of these areas can cause the problem of the growling noise.
