I've had the same happen with multiple cars. The trick is to try to turn the steering wheel just a tiny bit (it will be difficult because the steering has no power) while you turn the ignition. Usually the tug on the steering wheel will dislodge the steering wheel lock and free the ignition to turn. Once I learned this trick it saved me a few trips to the mechanic.
The fuseable link for the ignition could be on the starter, or running along the firewall. on that year it should have a in-line fusible link near the starter. you can find at any auto parts place.
the ignition key will not turn if the steering wheel is locked in place. The steering wheel locks in place when it is turned with the ignition off. If the wheel is locked just try turning the wheel back and forth and turn the key at the same time, this will unlock the wheel, and allow the key to turn
Did you put a starter on it ? If so, Then you have put the starter wires in the wrong place are you have the big battery wire touching the small wire that goes to the starter. Recheck the wiring on the starter.
If you can hear your starter motor turning but not the engine you have some teeth missing on the ring gear. If you can hear nothing, not even the starter motor solenoid clicking into place, you have a connection problem between ignition switch and starter motor.
The clicking noise you can hear is the starter solenoid clicking into place. If the starter motor does not turn the engine immediately, it is probably the best place to look. it sounds like the starter motor is faulty.
