President Clinton has expressed remorse for not doing more to prevent the tragedy.
One of President Clinton's major accomplishments was signing into law the Family and Medical Leave Act (FMLA) in 1993. This was the first major legislation to be passed that provided unpaid, job-protected leave for certain medical and family reasons.
