On weekday masses a homily is highly encouraged but not mandatory. Thus a priest may lawfully choose not to preach on a weekday mass. However, on Sunday and on Holy Days of Obligation a priest is never permitted to omit the homily. A priest may choose to give a short homily, but it is never permissible to omit the homily.
Besides the priest, only an ordained catholic Deacon.Roman Catholic AnswerUsually the celebrant, the priest (or Bishop) presiding at the Eucharist, reads the Gospel, so the question should probably read: "who, besides the presiding priest (or Bishop) may proclaim the Gospel?" And the answer would be: any other concelebrant bishop or priest; or any other bishop or priest at the Mass; or a deacon. And only a bishop, priest, or deacon may ever proclaim the Gospel at Mass.

I listen to NPR quite regularly, and I have never heard a lesson, sermon, drosh, d'var, maimar, or homily from any pastor, priest, imam, or rabbi. So I guess you'd have to say that NPR is un-all-of-them.
