The radiator fan does not turn off in a 1990 Park Avenue even if car is off causing the battery to drain every day what causes this and how much is it to fix?

There is a thermostatic switch that operates the fan. It can run after the engine is shut off. It appears it is stuck in the ON position or there is a short in the harness. Try disconnecting the cable to the fan and see if this isolates the problem. If it is the switch, it should not be too expensive to replace it.
