Your question is based on faulty information. First of all, there are far fewer than 517 area codes currently in use in the United States, even if you include the other countries that use US-style area codes (Canada and 16 island countries in or near the Caribbean, plus US territories in the Caribbean and Pacific).
Second, there are many other restrictions on valid area code numbers. Codes with 9 as the middle digit are not allowed; those codes are reserved for future expansion of the numbering plan. Not only 911, but all 8 of the N11 codes, are reserved because they are used as short codes for various purposes. All other codes with the second and third digits the same (e.g., 800, 877, 533, etc.) are reserved as "easy-to-recognize" codes for non-geographic purposes. Finally, area code 456 is used for high-speed ISDN calls into North America, area code 976 is considered unassignable because of its association with 976 premium numbers, and area code 710 is used for special purposes by the U.S. federal government.
As the question is phrased, there would be 799 possible codes, which would leave 282 available if 517 were in use.
As of October 2012, there are 292 geographic area codes in the United States, plus 6 in the U.S. territories of Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and Northern Mariana Islands. There are 31 more geographic codes in use in Canada, and 20 geographic codes in use in other island nations and territories in or near the Caribbean.
