Cohesion is what would make gas or another liquid "climb" the tube, forming a curve at the top of the liquid, or menuscus.
A siphon works differnetly. The gas or other liquid will flow from a higher level to a lower one directly due to gravity, of course. In a completely liquid-filled tube, the liquid will still flow from higher to lower, provided that the liquid doesn't separate at the high point, leaving a vacuum. As long as air pressure is high enough to push the liquid up the tube (rather than create a vacuum), and the tube doesn't collapse, the liquid can be siphoned over the "hump" to a lower level.
You fuel float my have a hole in it or be fuel logged.Replacement is advised.
It sounds like you have a fuel sender problem. Without more info it is hard to say but they are usually accessed on top of the fuel tank and are part of the fuel pump assembly.
probably no gas, if there is gas then your gauge in the tank is broken or frozen
Clean fuel injectors help to keep a car running well. A person can clean the fuel injectors on a 2001 Buick Century by adding fuel injector cleaner to their gas tank when its empty and about to be filled with gas.

I have a problem with my 2 door Toyota rav4 2002 fuel gauge. it reads empty when in fact it is partly full. When filled up at pumps it then reads only half full. What can I do to fix this.
It could be that the gauge itself is not working, or it could be a bad sensor. The sensor in older cars is a float which could become stuck, especially if the tank was emptied completely. A blown fuse for the instrument panel will make the tank show empty (or full in some cars). If the car is still not running and the tank shows empty while it is really full, then the fuel pump may be defective. You could not have filled it up all the way.
Lack of fuel. Either the tank is empty, or the line from the tank to the filter is clogged.
You need to specify the size of the tank and the rate of flow of the fuel.
I would start by suspecting that the vehicle has a bad fuel level sender the only ggod way to tell is to plug the scan tool from the dealer on to the vehicle. They have test were they can Sweep the gages if it works there then the fuel level sender is most likely bad or wiring, but most likely the level sender.

The sending unit in the fuel tank is failing, not uncommon. Unfortunately the fuel tank must come down to gain access to the assembly.
