You can give your local NAPA a call, they should print out all the torque specs for your car or just give it to you over the phone. At least they do in VA.

To remove the 2002 Hyundai accent rear seats find the tabs that cover the bolts and unbolt them. After the bolts are out lift the seat to remove it from the car.

According the the Haynes Manual (No. 1801, Skoda Favorit 1989-1996) the bolts should be tightened to between 17 and 20 Nm. Once all are tightened to this torque they should then be tightened a quarter turn each, and then another quarter turn each. The manual also quotes a torque of 20-23Nm for the cylinder head nuts.

I believe these are torque to yield bolts and the specs are: Initial torque to 19 Ft/Lbs Tighten an additional 75 degrees It's also not a good idea to reuse these bolts as they are stretched when tightened.
Torque is not the type of bolt but a type of wrench used to tighten bolts. A torque wrench will tell you how tight a bolt is tightened like 60lb of torque or tighten to 80lb of torque so a bolt will be tight enough to stay in but not too tight that you strip the bolt.
