On those types of machines there should be a lever on one of the hand grips that must be held down while operating as a safety feature.

There's a safety interlock controlled by ign. key on and brake pedal depressed; you should hear the solenoid click near the gearshift. If not, you'll need to trace loss of power. Start w/ fuses. Blower motor speed control for all speeds other than high, are controlled by a blower resistor, usually located in the ductwork near the blower. They will eventually burn out, requiring replacement. Sounds to me like the neutral safety switch may be the culptrip. Not exactly sure where it is. Is this a floor shift or column shift? Will the engine try to start? in other words, does the starter engage? If not, then I would suspect the neutral safety switch. If the starter engages, but the engine won't start, then probably another issue.
The pistol is not cocking, and safety will no engage except in cocked position. Get it to a gunsmith. This is an unsafe condition.

Seized engine? Weak or dead battery? Loose or corroded battery cables? Flat spot on starter motor? Bad starter solenoid? Bad neutral or clutch safety switch? Bad ignition switch?
To exhaust any gasoline fumes that may be present. Failure to do so can result in an explosion if there is a spark or electrical short. You do not want an explosion aboard a water craft. Safety first ... always.
