Quite simply it was designed to prevent Germany from being able to go to war with France. Manifestly it failed to do this. It was unfair in terms of its effect in impoverishing Gemany economically, which was magnified by the great depression.
It ruined their country, in some aspects. After World War I, Germany was made to pay war damages - reparation fees - and give up some land, as well as not being allowed to militarise. It restricted their 'empire' a lot. :)

America did not want Germany to suffer too badly, so Woodrow Wilson gave Germany loans to help to repay their debts to the rest of Europe. America's loans to Germany ended up being recalled in 1929 when America was hit badly by The Wall Street Crash.

Germany was now left helpless with no money, and a large debt to pay off. In 1930 Hitler started to come to power in Germany. He blamed to Jewish stock brokers in America who were seen as the cause for the depression.
Although Britain dod not agree with Hitler, Neville Chamberlin tried to appease Hitler as both Britain and France were scared about the spread of communism to Europe. However on the 1st September 1939 Hitler invaded Poland leading britain to declare war on Germany along with their allies (France, Russia and Serbia).
The Treaty of Versailles was unfair because it placed all blame on Germany for starting WWI, and it totally humiliated Germany in all aspects. The Germans also had to pay for all damages caused, and with their colonies taken away, it wasn't easy on them to pay the reparations. The humiliation that the Germans felt contributed to the rise of the Nazi party and its new fascist government. The British and French wanted to punish Germany for devastating them, but essentially, the treaty was unfinished.
Germany was treated unfairly because the Allies (especially France) had their entire countries destroyed and millions of citizens killed. They wanted vengeance and they forced Germany to "take it" like a punching-bag.
