should be under the dash...around your left knee area (while seated in drivers seat) also, you should be able to find a shop manual at the library, you'll have to make copies of the sections you want as they are reference only, but everyone should have a regualar manual for their vehicle, available at an auto parts store....may the force be with you :)

The turn signal flasher on the 1999 Pontiac Grand Prix is located near the steering column under the lower part of the dash. Look for a silver or black cylinder that is plugged into a receptacle much like that of a household outlet.
By flashers do you mean the signal blinkers or what???
Check the answer to "where is the turn signal on a 1996 Pontiac grand prix?" If your looking for the hazard flasher it's mounted closer to the front and it's easier to access.

Hazard flasher is clipped underneath the instrument panel just inside the drivers door. Signal flasher is up above the brake pedal
On my 2001 it is part of the Hazard switch. You have to replace the entire switch on a 2001.
Your car uses a flasher which has 2 prongs and just unplugs. They are identical to the 4 way flasher in your fuse box but the turn signal flasher is usually located on or near the steering column under the dash.
If you are talking about the signal flasher it is tucked up under the dash on the drivers side. There only a few bucks. Happy Wrenching.
