Sure. If you got injured at work and started treatment, then got laid off of fired, that has no effect on your WC benefit. "Unemployed" ALWAYS means actively seeking work. Even folks with non-disabling injuries covered by WC might be active job seekers. No active job search, no unemployment benefit, becasue you are not unemployed.
