1996 and later Explorers use an electronic speedometer which is operated by a vehicle speed sensor (VSS) The powertrain control module also uses the vehicle speed sensor input signal for several different engine and transmission control functions.
To fix the inoperative speedometer you will need to replace the speed sensor. It is located on the side of transmission and has 2 wires coming out of it.
pop the hood and look right at where the back of the dash is the should be a cable coming out at that spot that's the speedometer cable

if you have heat and and it is working OK. and if you squeeze the lower radiator return hose and feel water flowing. most likely it is the electronic fan not coming on.
The rear air conditioner unit has a thermostat that is malfunctioning and needs replaced.
