She did not. No state did. In fact, nobody else did either.
Some efforts were made by a number of individuals in most European nations, who however were not representatives of anybody but themselves. US citizens had no chance to help on an individual basis, as they did not suffer Nazi occupation, nor live near the camps.
Of course, the war effort as a whole eventually freed surviving Jews from the camps as the allied troops reached them. By then however, European Jewry was almost entirely lost.

The Jews would normally try to escape the country to France or Britain, if they were lucky but if they got caught they could be killed or put into forced labor, the Nazi's made NO exceptions to the Jews. Hope I helped.
