Hitler gained power in Germany and Mussolini usurped political power in Italy. Thus, Nazism land fascism became the order of the day. Most ordinary citizens had the good sense to keep their head down during those turbulent years.
The average soldier was just a regular guy trying to do his duty and obey the orders that came down from his political masters. So, technically, Italy was a member of the Axis powers and was therefore an enemy of the Allied powers.
But, the population as a whole in both countries, as well as Japan, were halfhearted in their support of their political masters and when things started to go south as the war progressed; the Italians, to their credit, threw off their political masters and revolted.
So, Italy was treated more as an ally after they strung up Mussolini.
