James Cook was an officer of the British Navy, in charge of a ship on several major world voyages of discovery. He did what he had to do to navigate a ship through unknown waters and manage a crew of men a long way from home, for an extended period of time. It is almost inevitable that he would have had to administer disciplinary measures at times and make decisions based on Naval regulations and the requirements of the Admiralty. So, the answer is no, he was not a mean man, he was a competent and functional Naval Commander.
