Technically, it was not. During the time of the Soviet Union, Russia was only one 15 states making up the Soviet Union. It would be more accurate to say that the Soviet Union was known as CCCP. This is an acronym for "Soyuz Sovyetskih Sotsialistichistikh Respublik" The English translation, of course, is: "Union of Soviet Socialist Republics" Hope this clears up everything!
