Yes ! As per Shri Kanchi Mahaperiyava, he is ! Due to the increasing atrocities caused by Aurangzeb, Lord Shiva fulfilled Lord Vishnu's statement "यदा यदा हि धर्मस्य ग्लानिर्भवति भारत अभ्युत्थानम अधर्मस्य तदात्मानं सृजाम्यहं ; परित्रणाय साधूनां विनाशयच दुष्कृतां धर्म संस्थाप नार्थाय संभवामि युगे युगे", by being born as Chhatrapati Shivaji Maharaj, as you know that Lord Shiva and Lord Vishnu are just different forms of each other. That's why, he was fully devoted to TuljaBhavani Devi and got a Divine Sword from her.
