It was the SS-Totenkopfverbände (Death's Head [Skull and Crossbones] Units) that were responsible for the killings. In addition, units of the SD and the Sipo operated behind the front line on the Eastern Front massacring Jews. The SS was headed by Himmler. With a few exceptions, ordinary German soldiers weren't involved.

As the leader of Germany and the direct superior of all German troops Hitler was responsible (although he never signed any incriminating papers himself or gave any direct orders with witnesses nearby) for the order to plan and implement the "Endlösung" (final solution), which was given to Reinhard Heydrich before the "Wannseekonferenz". By tasking people like Heydrich, Adolf Eichmann, Heinrich Himmler and so many more with the mission to drive all unworthy races out of the German Reich's boundaries as well as murdering the victims of their racial hatred, he is directly responsible for sealing the fate of these people and the murder of millions.

Hitler and his minions put into motion not only the organized murder of human beings they considered unworthy of living but they also prepared the political and social climate to do so.

Adolph Hitler bears the main responsibility for the Holocaust, although he did not do it all by himself, and there were many other people who were accessories to this crime.
He was the one who ordered the annihilation of all of Europe's Jews.
