A different Perspective:Purveyors of violence understand only violence. While violence for violence is a circular path, a cycle, the most certain way to stop a violent action is to meet it with greater violence. This ensures that the fight or flight response is engaged, and the flight response is the most likely to be observed.Survival is the greatest instinct of all life. If you challenge the belief that an attacker will not survive, he is not likely to attack. He is very likely to run away.
Additionally, if in the process of an attack you convince the attacker that he has made the most serious mistake of his life, one that is likely to cost him his life, he is likely to shift his intent from attacking you to trying to escape from you.
Consider the Cold War philosophy of MAD (Mutually Assured Destruction). In the wise, wise words of Sting, "...the Russians love their children too."

In general, people have to learn to be civilized and to seek non-violent solutions. Of course, we have had very limited success with this approach over the past half a million years, so it may not be enough. However, other techniques would tend to fall under the heading of utopian schemes which are not practical to implement at this time. For example, connect all human minds to each other by means of some kind of computer interface, so that the human race turns into a single giant organism (see the novel by Joe Haldeman, "Forever Peace"). Or install a computer control mechanism in people's brains that will override violent impulses (see "Buffy The Vampire Slayer" season four). I can think of other solutions that are even less practical, but these will do.
Control and violence does go hand in hand. For example: if people lose control, the tendency for violence and mass rioting is always higher. It would then take law enforcement to quell the riots, along with reestablishing peace and control.
