Maybe. But maybe you need just a starter selenoid. And maybe you need a new battery.
I don't know, but a good starter clarinet I'm sure about is a Yamaha 250...so if you haven't bought the other one, try the Yamaha maybe. But probably the best brand of clarinet is a Selmer USA.

maybe a bad starter gear,or a loose starter,or loose fly wheel bolts,or maybe your having starter problems but there is no way to know until you give more information
Defective starter drive? Broken tooth on flywheel/converter? My guess would be either the flywheel, or if the starter has been changed recently, maybe there was a starter shim that was not put back in.
