I don't know if one would call them 'leaders', but they were among the many Judges God provided for Israel to save them from specific enemies.

(Judges 2:16 )Some even called 'saviors' (Nehemiah 9:27).

Deborah was a prophetess and 'judge' in Israel, but in a limited sense.(Judges 4:4-5) She was generally not physically leading the nation in warfare against their enemies, but handling difficult problems that people would bring to her . She was highly respected and used by God to call Barak to serve as judge for the overthrow of Jabin and Sisera, and even went with him on that campaign . (Judges 4:6-10+14) However, it was Judge Barak who effectively delivered Israel from Canaan (Hebrews 11:32)

Deborah is not listed among the twelve judges of Israel mentioned in the book of Judges: Othniel, Jair, Ehud, Jephthah, Shamgar, Ibzan, Barak, Elon, Gideon , Abdon, Tola and of course Samson, who quelled the Philistine nation, with strength from YHWH.(Judges 13:5)(Judges 15:20)
