i have a 97 legacy 2ltr twin turbo and the air control valve on that is to the front of the inlet manifold in the very centre with a vaccum pipe going on to the top of it. the part from my local Subaru dealer is 312 euro. hope this helps
it is screwed in to the intake maifold on the air box side of the engine
no air bleed valve. all you need to do is to remove the radiator cap and let the car idle for a few minutes.

The 2003 Subaru Outback PCV valve is located on the air cleaner housing. The PCV valve will be on the back of the housing.
Vacuum leak, Idle air control valve, or dirty mass air flow sensor. Check all vacuum lines for cracks or disconnection. Replace as needed Turn on AC and check if the IAC valve cycle the engine to higher RPM to adjust for the AC load. IAC valve can be removed and cleaned.. Mass air flow sensor should be cleaned each time you change your air filter. Remove it from the Air inlet pipe and spray it out with MAF cleaner.

The knock sensor is located near the idle air control solenoid valve on a 2001 Subaru Forester. The knock sensor is responsible for sensing vibrations caused by engine knock.

You cannot adjust the idle in a Legacy GT, it is fuel injected and computer controlled. It should adjust automatically. If your idle is very high, or erratic, check for vacuum leaks and check the IAC (Idle Air Control valve) Sometimes the IAC just needs cleaned out with some carb cleaner, and it will be fine. Do some Googling for more info.
Mine was doing that for a while. I took the Idle Air Control valve apart and cleaned it. Problem solved. Its normal for the engine to idle higher when its cold though. Once it warms up a bit the idle should settle down.
