They were at the time to the Greek city-states within the Empire. They were also important to the Greek city-states outside the Empire who tried it interfere in the Empire on behalf of their daughter-cities located there, which brought a Persian attempt to bring those cities within their empire to keep them quiet. However after 50 years of intermittent warfare, the Persians gave up and left the cities to go back to fighting amongst themselves. It did, however, set up Persia as a target a century later when the expanding Macedonians took over first the eastern Greek cities, and used this additional power to take over the Persian Empire under Alexander the great.
