Yes, and no. Native Americans were turned away because they came up with all sorts of reasons. Different laws had to be passed in order for them to be given the right to vote. Such as the Nationality Act, Citizenship Act, Voting rights act, and the Indians Civil Right Act...This is as far as I know. So maybe do a little more research on it than to outright take my word on it :) Hope this helps.
Many Native Americans did consider themselves citizens, especially those of the Cherokee Nation who fought removal in the courts, and the Supreme Court agreed. However, President Jackson had other ideas, and chose to recognize them as sovereign people, so moved them off the land he wanted for the US to western territories.
He was happy to take their money first, and some cases did pay (cheaply) for some of their land.
