Tea can't be grown everywhere so Asia where the largest production of tea could be found. I would guess India and China would be the top two countries for producing tea.

White tea is produced primarily in China, although a number of different countries produce a small amount of white tea. Within China, production is mostly in Fujian province, and within Fujian province, mostly within Fuding and Zhenghe counties, although there are numerous other regions of China that also produce white tea. Other countries that also produce white tea include India, Kenya, Sri Lanka (Ceylon), Nepal, Malawi, Taiwan, Tanzania, and Bangladesh. Production in these other countries is quite young; historically white tea was only produced in China. However, white tea production has been increasing, owing to its growing popularity, and growing demand for specialty tea in general.
