Many American cars in the 80s had horizontal taillights but no American car in the 80s had vertical headlights.
OPen your hood and look at the lights, there are two adjustment screws, one for horizontal and one vertical, do it at night and adjust according by turning the screws clockwise or counterclockwise.
On my 92' there are two big circular plastic screws right behind the headlights with the hood open, one adjusts vertical, one adjusts horizontal positioning, i recommend waiting till it's dark and parking her perpindicular to a brick wall, the lines in the brick make it easier to get the lights even.

Check the fuse for the headlights. It is probably open.
right above the head light under the hood are two star like bolts type thing, use a Torx Socket and extension to adjust the headlights, the adjuster closest to the fender controls the horizontal movement and the one closest tot the radiator controls the vertical movement

Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
