Spain was the most influential, as it conquered Mexico in 1521 and kept Mexico as a colony for the folowing 300 years, until Mexico fought and won its independence in 1821. Spain's influence in Mexican Culture include many aspects of the Mexican traditions, such as the language (Spanish) and religion (Roman Catholicism).
The second most influential would be France, as many ideals from the French Revolution were "imported" into Mexico, such as the Republic as form of government. On the other hand, in the 19th century, France tried to conquer Mexico as a first step to counter the growing influence of the United States in the Americas. Such interventions were the First Franco-Mexican War ("The Pastry War") (1838) and the Second Franco-Mexican War (1862-1867) which included the all-too-famous Cinco de Mayo or Battle of Puebla (May 5th, 1862).
Mexico was once a colony of Spain. As such, much of its cultural values are akin to those of Spain.
