it depends some fish can be less aggressive than others i had a male Betta that lived fine for years with gold fish
This is indeed unusual of a male betta. Try changing its water and a little bit of aquarium salt, also try improving the fishes diet.
CLEAN HIS WATER AS SOON AS POSSIBLE!!! Ammonia is produced from the fishes waste. It is toxic and will kill your Betta fast!!! Do regular water changes.

If it is a male betta and its finns are not openned (like when they get angry), while he is looking at the reflection (I'm guessing it's almost like a mirror reflection) there is something wrong about your fish. Maybe he/she is lonely, or it is breeding season for your fish. But careful about putting two betta fishes in one tank~!
