Demographers use a "dissimilarity index" to determine the relative segregation of various metropolitan areas. A score of 0 means there is complete integration and a score of 100 means complete segregation (distinct ethnic neighborhoods). The level of segregation in various studies only looks at white/black segregation.

These have concluded that metro Milwaukee is the most segregated metropolitan area in the US with a score of 81.5. (Note that this is the metropolitan area, not the city. Studies on segregation don't seem to rank individual cities).

  • Milwaukee ranked number one on the Frey-DeWitt study of the University of Michigan's Social Science Data Analysis Network. (March 29, 2011)
  • The John Logan of Brown University and Brian Stults of Florida State University study ranked Milwaukee number one, tied with Detroit. (March 2011 study of 2010 census data)
  • Another Frey study ranked Milwaukee number one. (December 2010 study of 2005-2009 census data)

Why were Filipino World War 1 US Navy sailors excluded from applying for US citizenship?

Racism. The US was a racially segregated society, and all non-whites were thought to be inferior. Of all the US service branches, the Navy was the most racially segregated. The only job open to Filipinos and to African Americans in the Navy was mess steward, the men who cooked the food for the officers to eat in their wardroom. Cooks for the enlisted men, whose meals were served in the crew's mess, were white sailors.
