No. A bad water pump can make a rumble noise and leak coolant which may lead to the engine overheating.
It makes alot of noise and overheats, leaks out of bottom of pump

In most cases the bearing goes bad and makes noise then a coolant leak soon develops. most vehicles have what is called a weep hole on the water pump. if the pump goes bad it will leak.
Sounds like you need a water pump, The bearings in the water pump are making the noise not the pulley.

If the fuel pump is bad it will just quit pumping gas, the electric fuel pump always makes a little noise when running.
if the noise is a high pitched squealing noise, the belt is slipping....if the noise is a whine or growling noise, the pump is low on fluid or the pump is bad
the water pump is driven by the timing belt so the pulley your talking about is not for the H20 pump but only for the fan
A bad bearing in the water pump could be one possibility.
It is possible that the bearings are going bad on the water pump but you are going to have to listen to where the noise is coming from, whether it is inside the engine ( rod knock or oil pressure issues ) or outside (pump bearings or pulley issues).I lean toward internal wear or damage to the engine since the noise goes away when it warms up which indicates that when good oil circulation is present the problem goes away, bad bearings in a water pump will always make noise until they are repaired.
