The responsibility for renewing your drivers license is ultimately yours. Failure to receive the reminder is no excuse for driving on an expired license.
You're still responsible for renewing it, whether or not you receive that notice. Go to the DMV with your old licence, proof of address (and it wouldn't hurt to bring an additional form of ID and Social Security card), and get it renewed before it expires. The renewal notice is not required - it is a mere courtesy which the DMV opts to provide. Not receiving it does not give you an excuse not to renew your licence.
