The Bill of Rights laid clear understanding that these rights and freedoms of the people could not be violated regardless of the actions of the government officials.

This ensures that every person in the country is allowed to do the things that are laid out in the bill rights, and that the government cannot stop them from doing these things.Keep in mind it only restricts government from making rules. The bill of rights does not apply to private companies, who are allowed to make rules prohibiting things protected by the bill of rights.This goes for all countries with a Bill of Rights, and not just the United States.
