The North KNEW they could conduct the war with two safe sanctions: their homeland North Vietnam and their neighbors along their border...Laos & Cambodia...Hanoi KNEW the US would not invade those two regions; and if the allies did invade them, the invasions would be only temporary and extremely limited (which did occur in 1970 & 1971).
Thus the North could conduct the war with nearly 100% impunity.
Unlike Germany, Japan, Italy and during WWII or North Korea during the Korean War; North Vietnam did not need to fear an invasion. With the exception of the American Revolutionary War (1776-1783) or the War of 1812 being a near second & the Spanish-American War of 1898, Americans have always invaded the enemies turf: Indian Wars (1622-1890), Mexican War (1846-1848), Civil War (1861-1865), etc. enemies were all invaded by US forces.
Not being invaded allows the enemy (North Vietnam) to conduct undisturbed and unhurried defenses. It allows them to fortify, build, and restore damaged territory. Attackers (the US) need at a minimum a 3 to 1 ratio in the offensive and American aircraft losses (attack planes) during the air campaigns over North Vietnam (Rolling Thunder, Linebacker, Linebacker II, etc.) reflected the soundness of North Vietnam's defense system and short-comings of attacking those systems. Not being invaded allowed the North to have a nearly unlimited military advantage during the Vietnam War.
South Vietnam's surrender to North Vietnam is what ended the Vietnam War. The North Vietnamese had the goal of Vietnamese Unification and the surrender of South Vietnam in 1975 allowed them to achieve that objective.

North Vietnam. Actually, the credit should go to the NVA (North Vietnamese Army) they did all the work. The NVAF (North Vietnamese Air Force) did a lot of work too; but they were DEFENDING North Vietnam. Not invading South Vietnam.
