I have owned three different German sheperd females from puppy age on.
They typically stop getting bigger at approx. one-and-a-half years or so.
They are somewhat late at maturing emotionally as well, having gotten over most of their puppy-like quirks by about a year old.

In order to be top god with a full grown German Shepherd, you need to train the dog and show him that you are top dog and not act like you want to be top dog. You can buy books or schedule some free training sessions at a local PetSmart store or other pet supply store in your area.
