First, it should be noted that while Morgan was in fact a respected inventor, there are some questions about whether he actually invented traffic lights, or if what he did invent (a manual system of signaling) was ever put into use. That said, he was certainly working on a system of traffic signals, as were several other inventors. The reason was because by the 1910s, city streets were chaotic, with more cars coming unto use. These cars were being driven on streets that were also used by horses and trolleys, with no way to manage all of the traffic other than having a police officer stand there directing the various vehicles. But it was impossible to put a human on every corner, so inventors (Morgan among them) were trying to find a device that would allow some cars to go forward and have other cars wait their turn.

The Morgan traffic signal was a non-electric, T-shaped pole unit that featured three hand-cranked positions: Stop, in all -directional stop position. This third position halted traffic in all directions to allow pedestrians to cross streets more safely. It was never practical enough to put into production. The story nevertheless has been widely and erroneously circulated that Morgan was the "inventor" of the traffic signal.
