The 25th amendment specifies that the President may appoint a Vice President to fill a vacancy in that office, subject to the approval of both houses of Congress.
US Constitution, 25th Amendment.Section. 2. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.
Senate. The Senate must give a majority vote to approve a Supreme Court nominee.

Both the president and governor can appoint judges. The governor can appoint his states judges and the president appoints federal judges. The president can only appoint ambassadors.
There is no succession to the office of Vice President. Any President, no matter how he attains the office, can appoint a replacement Vice President to be confirmed by a majority of both houses of the Congress. This was established by the 25th Amendment, ratified in 1967. Prior to that time, the office remained vacant until another Presidential election.

Congressional recess
Congress does not have to give approval to appoint the President's choice for Secretary of State. However, a confirmation hearing takes place before the Senate Foreign Relations Committee.
