The complete text of the 8th Amendment to the US Constitution follows: EIGHTH AMENDMENT - 'Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.' Based on the wording of the amendment I don't understand what the questioner is asking. The provisions of the amendment apply to ALL persons criminally charged without specifically excluding (or including) any particular class of persons.

The 14th amendment
The Fourth Amendment protects from illegal searches and seizures. It requires law officials to have a warrant in order to conduct a search. It is part of the Bill of Rights and was adopted in 1792.

The Fourteenth Amendment to the Constitution declared all persons born or naturalized in the United States to be U.S. citizens. It was adopted in 1868.
