This action led to a secret agreement stating that should Austria declare war on Piedmont, France would be committed to militarily intervene on the side of Piedmont.

Then Cavour managed, by means of open provocations, that Austria declared war on Piedmont, giving the start to the French intervention and the second War of Independence of Italy, which ended by the Austrian defeat and the acquirement of Lombardy by the Reign of Piedmont Sardinia.

The aftermath of Austrian defeat led then to the domino effect of riots in the Duchy of Modena, Parma , Reggio, Guastalla and the Grand Duchy of Tuscany, whose rulers were overthrown and their populations asked, by means of a plebiscite, to be annexed to Piedmont.

Those were the first steps towards the setting up of Italy as a joint State.
