its all about the electricity inside it. when the water gets into the light bulbs electricity gets irritated, that makes it explode. well, its either that or the light bulb just gets really angry at water that it explodes.
Check the fuses. Check the grounds usually near the headlights check wires & connectors Check switch make sure the bulbs are still good. Water will get inside the plastic housing. Have seen both bulbs & the fuse blow from that water.
