She controls the harvest. Persephone, her beloved daughter was kidnapped by Hades and taken to the underworld. But they made an agreement that Persephone could be with her mother in the outerworld for 3/4 of the time, and the other 1/4 she would be Hades's wife. During that 1/4, Demeter is depressed, and that is what we call winter.
