The minimize button reduces a window to an icon. Clicking the icon restores it. If you're talking about the setting in the top right corner of the screen where you can view Account and Privacy settings, view your profile, add an account, and sign out, If you have Google+, the icon you click to summon the settings menu will appear as your profile photo, with the +Share button directly to the left. Following the +Share button to the left, there is the Google+ notifications button and your name. Clicking your name will also bring you to the settings menu, and clicking the Google+ notifications button will summon a pop-up that displays the 9 most recent Google+ notifications. Clicking the +Share button will summon a pop-up that you can use to share text, images, videos, links, or events with your circles on Google+.
If you are using google chrome you should be able to disable it by left clicking on the icon for it in the top right corner next to the settings button.
