I'm assuming you're referring to the tubes in the tires here. The purposes for using air-filled tubes in bicycle wheels are comfort, traction and weight. W/o air filled tires, the option is solid tires, and solid tires gives a harsher ride on uneven surfaces, poorer traction and a higher weight.

Good question. First you should understand that not all tires do, many are solid, some have nitrogen instead of air. Automobile tires were once usually solid, but the pneumatic tire (tyre) was a far more comfortable ride, and it was lighter and cheaper.
They can. In fact, they used to be. Way back when, tires were made of iron and wood. Later they were coated in solid rubber for better wear resistance. Around the beginning of the 20th century, the pneumatic (air) tire was invented. The advantage is that it gives a much smoother ride. Achilles tires are made in Indonesia. I have no reports of how good or otherwise they are. With the exception of foreign brands with a solid rep like Hankook or Toyo, I would rather buy north American.
