Japan has few natural resources. They have to generate their electricity from imported fuels, primarily fossil (petrochemical) fuels. The nuclear reactor is an option to the use of fossil fuels to generate heat to generate electric power, and for Japan, an island nation, it was one that came with acceptable risks.
The benefits of energy production are that the use of fossil fuels are readily available for use and it is a simple process to break these fuels into energy. The risks associated with energy development is that the combustion of these fields lead to pollution which affects the environment.

The consequence of being nuclear free is continued use of fossil fuels. When you objectively consider the big picture, nuclear power is actually safer and more environmentally friendly than fossil fuel based energy. Yes, there are issues and risks, but those issues and risks are greater with fossil fuels.
