No; there were some who didn't care, some who felt bad about what was being done to the Jews, and some who actively spoke out or saved Jewish people (or tried to).
Anyone the Nazi's wanted to get rid of - old people, insane people, crippled people, catholics, polish people etc. And of course Jews. Lots and lots of Jews.
They had a list of the names of Jews and some people turned them in if they found out about them hiding.
Anti-semitism in Nazi Germany benefited Hitler because he was able to use it for his own purposes. By focusing people on the Jews, Hitler was able to get them to murder millions of people and to turn against other countries as well.
