It helps a little for me although it is not instant it takes a few minutes. I leave the tape on for about an hour. It starts itching again in a couple hours though.
if you mean how to treat the bites... you can put petroleum jelly or fingernail polish over the bite (this doesn't always help depending on the bite) or put calamine lotion on to help stop itching.

I also have flea bites, to make them stop itching you can rub the area with water and then apply soap to it. Afterwards remember to wash the whole entire area that you applied soap with. If you don't the skin will dry. Another way is the rub the area with water and rub salt into it. Just rub it around the area or bite. Or you can just get a bowl of water and put a lot of salt in it, mix it around, then dab a cotton ball, paper towel, etc. into it, then rub into bite.

Well normally I just wait for the mosquito bite to go away, and just try to avoid scratching it. But if that doesn't work you can get a cotton ball and put some alcohol on it and just rub it on the mosquito bite, that sometimes helps. Or you can go to a pharmacy (Rite Aid, Walgreen's, etc. ) and ask if they have any anti-itch creams, most likely they will so you can just put that on the mosquito bite. And it will stop the itching so that the mosquito bite will go away faster.
