Head bolts and outer mains are 65 ft./lbs., inner mains are 70 ft./lbs.
Hanes Repair Manual states: outer bolts 70 Ft-lbs, inner bolts 80 Ft-lbs

the proper torque specification for the geo storm 1.6 engine is 58 ft lbs ... Always torque in a spiral from the center outwards. Make sure you cleaned up the threads in the block ith a chaser (NOT a tap) before proceeding. And oil the threads on the new head bolts. You should be able to turn the bolts all the way snug with your fingers if the threads are cleaned up correctly. Then torque in 3 stages to the final torque in a spiral from the inner bolts.
you have to take off your primary cover and disconnect your jackshaft then usually there are only two bolts holding it to the inner primary remember to disconnect your battery before you start this job

The oil filter element is located on the right side of the engine. There is an outer cover and an inner cover that you will need to remove. The outer cover is round and can be identified by three bolts. Remove the three bolts and remove the cover. Now remove the inner cover. It has two bolts that are located to the right of where the outer cover was located. (you can see the inner cover bolts to the right before even removing the outer cover) Inside you will see the paper oil filter element. Also, there is an O ring on the inside of the inner cover. The owners manual recomends you change the O ring when changing the filter. After changing the filter and O ring, the specified torque for the inner and outer cover bolts is 7 ft-lbf or 1.0 m-kgf.
The torque settings are 40 to 45lb/ft for the outer row, 65 to 70 for the centre to inner row. Haynes (Methuen & Coomber 1999) doesn't specify any particular order for refitting the head bolts; follow the standard automotive practice of tightening the ones furthest apart and moving inwards.
Put some blue locktight on the bolt threads which hold the flywheel to the crank then torque to 55 Ft-lbs
