Not in the United States we are protected by the First Amendment which gives us freedom of speech. However it is against the law to make threats against the government.
So far as I know it is permuted to speak out against the US government and most democratic western governments, However "sedition" is the word that comes to mind.

It's a Dictatorship disguised as a Democracy. The current president has been so for over 20 some years... Also you can be arrested for speaking out against the government there.
