The Perseids of 2010 may already have reached their peak, but they will probably linger for a few days yet, and the same advice works for any meteor shower.
Go out to the darkest place you can find, away from city lights. Around Oakland, CA, that's going to be TOUGH! You may find some suitably dark areas in Marin County north of San Francisco, or in the Altamont Pass between Livermore and Tracy. You'll want to get a mile or more away from the freeway. Find a fairly level area, not forested, and somewhere higher in elevation than the Bay is. (You often get fog or haze down near sea level, especially around the Bay or the rivers.)
Look up starting around 2 AM, until dawn. Any night of the year, you'll see a few meteors; during one of the known meteor showers, you might see dozens or hundreds per hour.
The Gemenid meteor shower generally radiates from the constellation Gemini, which is visible roughly from the northeast after sunset. However, most meteor showers do not peak until after midnight, and it doesn't really matter which direction you look. For best viewing conditions, go out into the country, as city lights make it difficult to see any but the brightest meteors. Lay down and look up. The Gemenids are an "iffy" sort of meteor shower in the northern hemisphere, because of the typically inclement weather.
Accessible showers can be bought from many companies specializing disabled access bathroom equipment; such as Bathing Solutions in the UK or Best Bath Systems in the USA.
Outdoors. Away from city lights. At night. The previous answer does not answer the question. I live in Wichita KS. I don't know where the absolute best place is as I am looking for the same place. However, north of any city is a good place to start. Most meteor showers in our latitude come from the north, so any time you are looking for one, having city lights in the opposite direction is a good start. I usually go to a dirt road about 3 miles east of camp hawk disc golf course in Newton KS. It is dark, and no one drives down that road until about 5 am, so plenty of good meteor watchin times. Unless you mind cows. That's where I'll be for the draconids shower this year. Hopefully it will be a good one. Hope you see this answer and it helps you. Don
Any meteor showers are best seen from dark sky areas, away from city lights and away from rivers or lakes. You will see more meteors in the pre-dawn hours from about 2AM to dawn than from sunset to midnight. This is because the sunrise terminator - the line between dark and light at sunrise - is the "leading edge" of the Earth as the Earth orbits the Sun, while the sunSET terminator - the line of evening - is the trailing edge of the Earth. And just as you see more bugs on the windshield than on the back window, you will see more meteors on the "front" edge of the Earth than on the "back" side. The Quadrantid meteor shower normally peaks around January 3.
The Perseid meteor shower is best seen between about 2 AM and dawn, any day from August 9 to August 16 or so. The peak of the shower is in the pre-dawn hours of August 13.
Absolutely. Ireland gets some of the best views of the Perseid and Geminid meteor showers annually. Dates vary by year, so check an astronomical calender for information on dates in your area.
Meteor showers aren't like a bus or airliner; they don't arrive on a schedule. The Gemenid meteor shower started a couple of days ago, and will continue for two or three more days, but the pre-dawn hours of December 14 (your local time) are probably your best opportunity.
Probably the best are the Perseids, which occur in August. Every 33 years, the Leonids of November are potentially great, although 1999 was a disappointment. In general, all showers are best seen after midnight, when the Earth is turned "forward" in its orbit and is therefore "heading into" the debris field of the meteoroids.
A meteor "outburst" is an unexpected, generally fairly intense, meteor shower. They are probably associated with extinct comets, but we don't know what the origin is. Meteor "showers" occur when the Earth passes through the debris path left in the orbit of extinct or decaying comets. There are more than a dozen fairly predictable meteor showers, which are generally identified by the name of the astronomical constellation from which the meteors "appear to" radiate. For example, there's a pretty broad band of dust and pebbles that cross the Earth's orbit in early-to-mid August which come from the direction of the constellation Perseus; we call these the "Perseids", and are generally best seen between August 10 and August 13 each year.

The peak time will be the night of Thursday, August 12 and the early morning of Friday, August 13. Starting about 3 days ago, for another 6 or 7 days. The best time is from about 2 AM to dawn. For most meteor showers, it doesn't matter where you are; from 2AM to dawn.

All meteor showers are best observed between midnight and dawn, local time. The Leonid shower occurs annually around November 16-17, but you can usually see some meteors a couple of days earlier or later.Precise calculation of the exact time of a meteor shower is not yet possible, but with each year's additional experience, our estimates become more and more accurate.
